Cleaner and Safer Healthcare was a campaign theme that Simon developed, which included action to improve the cleanliness of hospitals and medical devices. Simon led a Department of Health programme to audit the cleanliness of hospitals and the experience patients had of the hospital environment, including hospital food and worked with Loyd Grossman on the Better Hospital Food Programme which aimed to improve the experience patients had of meals in hospitals.

Simon also helped develop the European Charter of Patients Rights and has championed the rights of patients to access high quality, safe healthcare.

Simon regularly featured in the media and was regularly on news programmes on both TV and radio.
